The reform of the giant department has pointed out the direction for further deepening the reform of the administrative system at all levels of government in our country.As an important functional department of the government,the public security organs,in the course of their own operation and development,have many disadvantages and problems,such as the increase of organizational levels,the excessive division of labor,the dispersion of functions,the difficulty in cooperation,the oversupply of people,inefficiency,and so on.It is necessary to follow the trend of government administrative reform and promote the development of public security reform with the reform of the Ministry of Public Security.Based on the organization theory of behavioral science management,contingency theory and process reengineering theory,this thesis combs the characteristics of the vertical and horizontal setting of the present public security organs in China and the reform process of public security organs in Hunan Province.Taking the reform of HH Public Security Bureau of Hunan Province as an example,it analyzes the concrete measures of the reform of the present organization of the Public Security Bureau of Hunan Province.It deeply analyzed the problems and causes of the current reform of public security organs.By drawing lessons from the advanced experience of the reform of police organs in Hong Kong and Taiwan,suggestions for the reform of public security organs at the prefecture and municipal levels are put forward from three aspects:straightening out the "three pairs of relations" in the reform of organizational structure,concrete measures and the reform of enrollment and training system.
