Path Analysis Of Enhancing The Giant Department Reform Policy Implementation Effectiveness Of Local Government

Since the report of the 17th congress of the Communist Party of China explicitly proposed to establish giant department with integrated functions system, the State Council firstly open the giant department reform prologue, local governments at all levels actively carried out exploration and practice of the reform. The giant department reform policy implementation of local government is important part of the giant department reform,is also the only way to achieve the target of its policy.Most of local governments attached great importance to policy implementation and achieved some success in the process of the giant department reform policy implementation of local government in China,but some local governments ignored policy implementation and passively coped, caused some deviations, made policy target fall and direct impacted the credibility of local government.It is for this reason, this paper selects the giant department reform policy implementation of local government as research perspective, carry on analysis of the currently inadequate effectiveness of it with actual development and proposes some countermeasures of path recommendations.This article mainly divides into four major part conducts the systematic research: The first part is the introduction which described background, the research purpose and meaning, at home and abroad, research methods and so on.The second part is to briefly describe relevant concepts and basis theories of the giant department reform policy implementation of local government, generally introduce the giant department reform policy implementation of local government and its evolution process, and further elaborate the basic conditions and roles of its implementation. The third part is to briefly describe the status of the giant department reform policy implementation of local government, and analysis inadequate reasons of the giant department reform policy implementation effectiveness of local government.The fourth part is the focus, mainly put forward some path recommendations of enhancing the giant department reform policy implementation effectiveness of local government from strengthening the legislation and information communication, enhancing the capacity of implementation subject, improving the identification of target group,strengthening implementation supervision and control.
