Research On Reform Of Government Logistics In A Socialized Way

Government logistics play a vital role in administrative work of government and it is an important guarantee of administrative work. But Our government logistics has been in a closed environment of self-management and self-service for a long time, which is a main burden to the government public spending. Due to its rigid, single and inefficient management way, it cannot meet the needs of the government organs in market economy. It shows that in the competition wave of marketization, the development of government logistics is still at the initial stage, and does not conform to the requirement of modern government logistics management.After the 3rd Session of the 11th CPC Meeting, the Party Central Committee proposed that the government logistics department should be market-oriented, it should conduct socialization reform for government logistic system, separate the management function and service function of the government logistics, break the mode of closed self-management and self-service of government logistics, adopt the method of"walk out and introduce in", encourage the government logistics service agency to participate the market competition, at the same time, attract the social capital and organizations to participate the government logistics service. Manage the dispersed and scattered government logistics resources on a consolidated basis, and shift to intensive and scale development. Change the management way for government logistics, establish marketization operating mechanism for service agency, and improve the management ability and social competition. After more than 20 years socialization reform, we have transferred the government logistics service agency to the market economy track, changed the logistics service mode, formed the economy scale, and created considerable economic value and social benefit, at the same time, we have speeded up the process of function change of government logistics department, improved the logistics service efficiency and management standard. But we should aware that in the practice process of socialization reform, the government logistics still has many problems remained unsolved, such as non-standard organization setting and management function, old-fashioned and backward management way, lack of supervision and control and enforcement power, indifferent social consciousness of workers, low quality for logistics teams, etc. In front of the difficulty, we should carry out depth study to many fields like operating system, rules and regulations, management method, etc, and then find a new road that suit the socialization reform of our government logistics, better fulfill the great policy of government institutions reform and better serve the government administrative work. Therefore, conducting further study for the government logistic system socialization reform has great strategic significance for improving the work performance, logistics support capability and socialized service level of government.Besides an all-round and detailed elaboration on the reform of government logistics in a socialized way, this paper reviews great achievements the government has made in this reform over the past twenty years, analyzes the major problems occur in logistic system of government and their root causes. Moreover, this paper offers proposals for the progress of this logistic reform and countermeasures against problems occur during progress. An eye-catching part in this paper is to make a comprehensive analysis of the status quo of this logistic reform of government as well as problems occur; and combine this logistic reform of government with the actual situation that the administrative and service departments are involved in market competition under market economy. This paper lays a solid foundation for enhancing the efficiency of logistics of government and provides theoretical basis for the vast numbers of staff in logistic department of government and those who make a study of logistic theory concerning administrative department.
