Research On Information Management System Of Government Crisis In Knowledge Management Environment

China is under a new phase of social development nowadays.As a result,Chinese people are facing a more complicated social environment while enjoying the benefits of social progresses.Crises at different levels will impact people's life more or less,bringing various troubles,which poses new challenges to the government in terms of crisis management.If proper methods and tools are adopted in the process,it not only makes the crisis handled more quickly and lowers the effect of the crisis to the minimum,but also accumulate knowledge and fortune for social improvements and development in the coming future.The process of crisis management is,actually,a process of accumulating knowledge.In a knowledge-oriented modern society like today,it is especially important to explore and leverage knowledge.However,it is still a blank area in the field of crisis information management to study information management system of governments from the perspective of knowledge management.This paper will elaborate comprehensively on governmental crisis information management systems and crisis information management from the aspect of knowledge management.This paper will explain,in five chapters,the construction of government crisis information system under the context of knowledge management.First of all,from a broader view,it is needed to understand the necessity of constructing governmental crisis information management system.This is a foundation for crisis decision management information system.Second,the author analyzes the relations between knowledge management and crisis management with a focus on the features of knowledge management,knowledge management process,the theories of crisis management as well as the process of crisis management.Based on that,the author further explains the importance of knowledge in the 5th phase of the life cycle of crisis management,and therefore the value of knowledge management in the process of crisis management and decisions.With the relations of knowledge management and crisis management explained,the paper goes deeper into the construction of governmental crisis management information systems under the background of knowledge management,and its sub-functions.Last but not least,the author proves the value of the system through case studies.All in all,the paper explores in a brand-new view to improve the construction of governmental crisis management in an effort to enhance governments' capabilities to handle crisis,to improve the efficiency of governmental decisions and raise the sense of crisis among governmental officials.
