Studies On The Role Of Police In Group Events In China

With the development of reform and opening-up and the transformation of social structure, there emerges various social conflicts. Group events break out frequently in contemporary China. In the last few years, there are three tendencies of development of the group events, that make it a great threat to the social order and solution of which one of the most important mission for the whole government, the scale of group events is enlarging; the level of organization is heightening; conflict is getting more violently. The police is a special government department, who has the power of legitimized use of violence. The main missions of the police include the defense of the state, maintaining the social order, protecting property, liberty and other civil rights against any violation, securing the common goods, preventing, reducing and punishing crime. Therefore, the police plays an indispensable role in facing group events.At the present stage, group event handling work of public security organs self-defeats frequently. There exist problems as following: First, devoting much attention to post process, while lack in warning mechanism; Second, dealing with the group event in crude ways; Third, being short of the core value of serving the people in their mind; Forth, the analysis or review of a completed event is not adequate. As a result, there still exists so many resolvable conflicts unresolved, and even worse, because of the abusing use of police power, the conflicts become more heated and widespread, finally the police who means to resolve conflicts get itself in trapped, and turn to be attacking object of the mass. The main cause of this terrible situation is the police's misconception of role itself plays in facing group events. Apparently, it is in urgent need of systematic studies about the different roles should be played by the police in the process of group events handling.This article analyzes the development process of group events, divides them into early stage, initial stage, reasonable stage, irrational stage and ending stage, and elaborates the needed role of police in different stage: at early stage, information collector and preventer of group events; at initial stage, coordinator and monitor; at reasonable stage, guardian of the mass and guider of order; at irrational stage, guardian of the masses and controller of the affairs; at ending stage, punisher of crime and educator of the society. The suggestion that how to realize these roles as following: First, complete laws and regulations; Second, reinforce the polices' understanding of their role; Third,the government should strengthen the cognitive of group events; Forth, realizing these roles is raised; Fifth, improve the contents which are related with the role of police in the group events further.
