Police's Rights And Responses In The Process Of Disaster Handling

At present,our country is in a crucial period of economic transition and social transformation.There are rapidly changes in social,political,economic,cultural and other aspects of life people.However,it also exposes many perplexing social contradictions,such as land acquisition,labor disputes,social security,environment pollution which cause the explosive growth of group events for the interest conflict.According to”2014 Chinese law development report'' which published by the Law Institute in Chinese Academy of Social Sciences,there were 871 group events occurred more than 100 person involved during 14 years from 2000 to 2013.There were 387 group events caused by the contradictions between the officials and mass.Especially in the year 2010,2011,2012 of these three years were the peak period of group events.Among them,group events about preserving the rights accounted for55%,labor dispute group events accounted for 36.5%,Guangdong province accounted for 30.7% as the top proportion among all provinces in China.Both the famous Wukan incident and Lufeng incident occurred in Guangdong province.It's more obvious in regional events and the tendency of organization and repeated features.Year 2015 was a crucial year for China to deepen transformation.International and domestic situation were unprecedented complexity.What's more,with the rapid development of new technologies such as the internet,the group events induced by internet finance were in an endless stream.Group events have leaded to great challenges to China's economic development and social stability.In addition,more new problems to the public security organs at grassroots level when they dispose the social contradictions result in network and mislead public opinion.In this paper,through exploring the group events of characteristics and the effect,investigating the means of enforcement,applying of the law and the legal responsibilities when the police deal with the group events,then to summarize experience and provide learning resources and theoretical guidance,so as to continuously promote the perfection of the legal system,to resolve conflicts through studying and formulating corresponding rules and to ease the conflicts,finally maintain social harmony and stability.
