A Research On The Approaches Of Perfecting The News Spokesman System

The news spokesman system is a way for the government to communicate with the public through the news media and control the spread of news. Furthermore, it is an important method for the citizens to know the truth. In 1983, the news spokesman system was set up in our country. Over 28 years, the news spokesman system has been improved and developed, the team of spokesmen has become larger and stronger, and the breadth and depth of reporting have been expanded to a great extent. The function and significance of the news spokesman system are also becoming more obvious. It achieves people's general support by strengthening the communication among the government, the media and the public, enhancing the people's trust for the government, encouraging the supervision of consensus, improving the publicity of government affairs, protecting people's right to know the truth, and dealing with the emergencies.However, the news spokesman system of our country has both strengths and weaknesses especially in the age of the Internet. The Internet not only changes people's production and life style, but also changes the environment for the government's administration. The change of the environment for the government's administration puts forward new requirements for the perfection of the news spokesman system. The key point of this thesis is to give suggestions for the perfection of the news spokesman system.The thesis is divided into six parts. The first part is the introduction. It mainly explains why the author chooses the approaches of perfecting the news spokesman system as his research topic and the current research situation of the news spokesman system in our country and in foreign countries. The approaches used in this thesis are also introduced one by one in this part. The second part talks about the origin of the news spokesman system. It mainly introduces how the news spokesman system started and developed in America and expounds the meaning of"news spokesman".The third part discusses the significance of carrying out the news spokesman system. Through the news publicity, publicity organization or group, and the people's right to know the truth, this part analyzes the news spokesman system's positive influence on the public administrationThe fourth part expatiates on the problems and reasons of the news spokesman system through the establishment and practice of Chinese news spokesman system. The problems, such as the media's reporting difficulties, the violation of the public's right to know the truth and the inhibition of people's trust for the government, are mainly explained by the news spokesman system's negative influence on the public administration. After the problems are brought forward, this part analyses the reasons why these problems exist and happen. The reasons include the instability of the spokesman team caused by the existence of"official position", the ignorance of the encouragement issue and responsibility issue, the lack of regulations equipped for the system and related laws and rules, and the lack of professionals.The fifth part is also an important part as the transition between the fourth part and the sixth part. By comparing the Chinese news spokesman system and American news spokesman system, it tries to find the advantages of American news spokesman system which can be used in our system. It is the preparation for the discussion in the next part. The sixth part is the most important part in the thesis. It proposes six suggestions to perfect the news spokesman system in our country. From the author's working experience, it explains the media's special effect on the perfection of the news spokesman system. The author makes a thorough research on the current research achievements and practice by using literature method and investigation method. A brand-new theoretical analysis frame is proposed from the angle of executive administration. The suggestions are highly pertinent and practical.
