In this article we adopt the scholar Leping Li's standpoint and make the definition of Social Security as the follows:When the social member to be faced with society risk in survival and development, in order to fulfill with one's qualification in maintaining basic life and even improving the quality of life he has the right to gain the benefits which consistent with social justice through free behavior in the premise of free will. This definition about Social Security is not only to emphasize the insurance of citizen's survival right but also to pay attention to citizen's development right. The survival right is the most basic right of human; but at the same time the society is in the development all the while. So searching for development is the natural instincts of human and also it is the finial destination of human society.We can make more penetrating analysis in the foundation of the definition about Social Security. The Social Security has morality attribute, social attribute and law attribute from the viewpoint of right attribute. Firstly, Social Security is the basic right for the citizen'survival and development and its morality attribute is suitable for everybody so it can gain extensive identification from the different race and the different culture in the whole world. Secondly, Social Security is belonged to the category of social rights and its main body is every one of social members.Finally, Social Security is set by constitution so it has law attribute. Moreover, Social Security has diversity of main body.In scholar of Fangfang Zhou's view, the main body of Social Security mainly includes individual, legal person and group; and the main body of liability mainly includes county, company, social organization and individual. This Security for he not only possesses of the right but also is responsibility for obligatory. Whether one can responsibility for obligatory at the same time of enjoying the right of Social Security not only affects the successfully come true of Social Security but also determines if it can procures sustainable development. Over the years in studying to assume the responsibility in realization for the Right of Social Security,numerous of scholars focus the main body on country responsibility, employer responsibility and labor union responsibility but only seldom of individual responsibility. Since the generation of Social Security system, country plays the leader part in this system's operation and its responsibility is unavoidable; but we can not ignore the individual responsibility. Just as William Beveridge claimed in Social Insurance and Allied Service,the overall principle to carry out the plan of Society Security is the collective responsibility and the aim to obtain Society Security depending on the cooperation between government and individuals.The main standpoint of this article is through the multi-analysis of individual responsibility in Realization for the Right of Social Security and to draw on the experience of home and abroad in order to raise an effective method which can solve the absence of individual responsibility and at last with which we can make the individual right of Social Security successfully come true and obtain the goal of promoting sustainable development in Social Security system. So this article will expound the above standpoint through five chapters. Chapter one is the introduction part of the article and it mainly includes the study's background and sense, method, content and structure, and originality and insufficiencies. Chapter two is separated into two parts. Part one mainly introduces the Social Security's development history and its attribute of right。Part two is to give a concept definition of the personal responsibility and simultaneously the concept of personal responsibility with which different Social Security theoretical perspectives have different definitions will be summarized and expounded. Chapter three is separated into three parts. Part one is to expound the economy responsibility, law responsibility, moral obligation and development responsibility one should assume in carry out the Social Security. Part two mainly discourses the great meaning in successfully carrying out the right to social security through strengthening the personal responsibility. Part three mainly discuss the absence of individual responsibility in Realization for the Right of Social Security.Chapter four is mainly to analysis the reason of the absence of individual responsibility in Realization for the Right of Social Security.
