Study On Old Village Transformation In The Process Of New Rural Construction

Many regions have done some exploring actives after the fifth session of the sixteenth central committee of the CPC proposed the task of constructing new rural, and old village transformation is one of the common methods. The transforming practices of various regions show that old village transformation have accelerated the speed of new rural construction, and it got a good effect, but it also lead to some dispute because of the problems happened in some places. Therefore, it is significant for the old village transformation and new rural construction's smooth and rapid development to study old village transformation, analyze the possibilities and necessities of new rural transformation, find and solve the problems in it.This paper studies old village transformation with the methods of combining normative analysis and empirical analysis, and the method of comparative analysis. Firstly, this paper illustrated the basic theories of old village transformation, especially the relation between old village transformation and new rural construction. Secondly, this paper analyzed the status of Taian's old village transformation and found the problems existing in it. Thirdly, this paper analyzed the factors which influence old village transformation. At last, combining the practices of abroad old village transformation, this paper proposed the principles and measures which should be take in the process of old village transformation.After analysis and research, this paper mainly gets the following conclusions:(1) Old village transformation and new rural construction are mutually related to each other and mutually restraint and supplement to each other. Old village transformation is the important part and necessary method of new rural construction; and new rural construction is the object and foothold of old village transformation and it can offer strong support for old village transformation.(2)Old village transformation of Taian has already started and formed four models: integral moving transformation, reconstructing transformation, integrating transformation and urban village transformation, and it got good social benefit, economic benefit and ecological benefit. However, it also have some problems, such as the lack of fund and reasonable plan, no respect for the public's subjective status, the supporting work are not complete and the relative law and regulations are defective.(3) The factors which influence old village transformation are various. Generally speaking there are mainly four aspects. The first one is the economic benefits, which mainly include the raising of fund for old village transformation, the compensation for the housing demolition and the allocation of land profit after transformation, and the second one is the most prominent. The second one is the related national system, which mainly contain government's attention to old village transformation and the related laws and regulations. The third one is the ideology, which mainly include farmers'traditional love on land and their comprehension on old village transformation. The last one is the environmental factors, which mainly include the topography, climate and water, and so on.(4) South Korea and Japan did the old village transformation earlier, and we can absorb their experiences and lessons. The experiences are: firstly, the government should play its role fully so that to mobilize farmers'enthusiasm; secondly, the transformation should pay attention to the transformation of infrastructure, as well as some other related aspects; thirdly, the transformation should have its planning and implementing system; fourthly, the related law and regulation are the external condition of old village transformation, and they offer legal security and institutional support; fifthly, link old village transformation to officer's achievements together; finally, the investment to old village transformation should be increased. The lessons we should draw from them are as the followings: firstly, the transformation should pay attention to the sustainable development of rural productivity; secondly, the transform should not focus too much on material construction, in order to avoid of the damage of rural environment and culture.(5) In order to do the old village transformation well, we should stick to the following principles: the first is that the transformation should be practical and realistic; the second is that the transforming model should be diversity and characteristic; the second is that the transformation should respect farmers'subjective status; the fourth is that the transformation should utilize the land economically and intensively; finally, the participators should work coordinately.(6) The following measures should be taken in order to do the transformation better. Firstly, the ways to raise fund should be diversity; secondly, the transformation should have scientific and reasonable transforming plan; thirdly, the transformation can take participatory method to improve farmers'participating enthusiasm; fourthly, the supporting work should be done well; finally, some related laws and regulations should be enact to regulate the transformation.
