Honesty-credit is both a reflection of interpersonal relationship in the social practical activities and the most fundamental requirement for the social harmonious and sustainable development. The individual honesty-credit concept dominates its social behaviors and determines the nature and status of the interpersonal relationship. And the social honesty-credit concept dominates the status of society and its development direction. So the honesty-credit is one of the most essential problems for the development of human society. It's an important theoretical issue to improve human honesty-credit consciousness by honest-credit education and it's also a realistic problem to be solved for us to rebuild our national honesty-credit education system nowadays. Japan continually absorbed and transformed traditional Confucian honesty-credit for reference in the history to build its social honesty-credit education system, which has been merged with the Japanese national culture. With the rapid development for several decades after the War, Japan gradually established its comparatively perfect social honesty-credit education system greatly impelling the social economy development greatly. The higher Japanese honesty-credit level is attributed to its successfully implementing honesty-credit education. This paper analyses how Japan uses for reference of Confucian honesty-credit and the important role that the Japanese honesty-credit education plays in the social honesty-credit system. Combining with the current situation of the individual and social honesty-credit in China, this paper also discusses how to inherit and develop Confucian honesty-credit more effectively and the ways to reconstruct our national honesty-credit system based on the analysis of the cultivation of individual honesty-credit concept, the establishment of credit market economy environment and the leading role of government. This paper includes four parts. The first part is the prolegomenon, which introduces the background and research significance, and clarifies the main research content and method by reviewing the relevant literature. The second part starts analysis from the honesty-credit problems brought by the social transformation in the course of modernization by explaining the reason why serious problems emerged during the transformation with the example of Japan. The third part figures out the fact that Japan conducts the national honesty-credit education to solve the honesty-credit problems in the course of modernization. And Japan uses the traditional Confucian honesty-credit for reference, which is the key content of its honesty-credit education .Based on the analysis of Japanese social honesty-credit and its education, the fourth part proposes a reconstruction framework of our social honesty-credit education system in which the honesty-credit education is the basis and our government plays a leading role.
