Research On Sea Disaster Management Cooperation Between China And Korea

Peace and development are the theme of the times. Globalization and regional cooperation is develop rapidly. In order to develop, the neighboring countries in a certain region can cooperate with each other based on the similarity of natural conditions and the close contact between political and economy. Specifically between China and Korea, they all belong to the Oriental Confucian cultural background and have a history of contacts in recent years. As the different social system, the intercommunication between the two countries was interrupted since World Warâ…¡. However, with the times changes, the two countries gradually realizes that mutual cooperation can bring interests for both countries. Therefore, China and South Korea establishe diplomatic relations in 1992. Then with the continuous development of bilateral relations, the two countries established "strategic partnership" in 2008. It can supply platform and support to the cooperation in other areas between the two countries. In this context, China and Korea starte the cooperation of agencies involved in marine management.Ocean is the cradle of civilization and brings endless wealth for human race. But the vagaries of the ocean will bring great disaster to human beings, especially in modern times. With the development of large scale ships, shipwreck often causes unimaginable damage to human. With the emergence of giant oil tankers, oil spill pollution causes huge economic losses to human. At the same time it causes irreparable environmental damage. In response to the disaster at sea, every coastal country is actively reformed and develops its marine management institutions. China is exploring centralized management, while Korea has built up extensive experience on centralized management. Compared the marine management between China and Korea, we can see the exploring way between the two countries is long.With the growing sea disaster, China and Korea were established their own crisis management agencies and emergency response teams. The China Maritime Search and Rescue Coordination Centre established relationship with other relevant agencies in order to respond to any possible danger at sea.Korea also established Korea Coastal Guard-led maritime collection system under the framework of "rescue ambulance Law". The "China-ROK Agreement on Maritime Search and Rescue," and its "performance agreement" is a sign that maritime search and rescue cooperation between the two countries has entered a new stage. In the oil spill, the Chinese Department of Transportation Maritime Administration and the coastal provinces, municipal governments are working to build Trinity's marine oil spill emergency response system. Korea also establishes a Coast Guard-led local community to participate in oil spill emergency response system. Under the framework of Northwest Pacific Action Plan (NOWPAP), China and Korea established oil spill cooperative relations. And they have held oil spill exercise in Qingdao in 2008. Recalling the history and summarizing status quo, the marine management institutions in China and Korea also need to be improved and strengthened in the area of maritime disaster response system. As a member of Korea Maritime Police Agency, the author also participates in the work of the maritime cooperation between China and South Korea. Summarizing the results of cooperation and prospecting development of cooperation, the author hopes this article could play a useful utility to the further maritime cooperation between China and Korea.
