With the advancing of the rule of law process step by step, the people's demands are increasing in government departments'XinFang work, the XinFang workload is growing increasingly. Incompatible with it is that the government XinFang departments are still using the backward traditional way in the process of XinFang cases'collection, processing, transferring supervising during the time of rapid development of information technology. The whole process is cumbersome and complex, repetitive workload is large, which affects the efficiency of XinFang management departments seriously. There is an urgent need to use advanced computer network technology to develop a set of XinFang management system in order to manage XinFang work scientific and standardized, enhance the XinFang work's processing speed, and advance the XinFang work's service level, so as to solve problems for the people better. The paper uses advanced computer network technology, builds a set of safe, reliable, easy to operate, manage and maintain Government E-XinFang System, which can serve as all levels of XinFang departments'information management center, provides immediate real information for the relevant government functional departments, so as to listen to the people's general aspirations, improve the efficiency of XinFang work, and give full play for XinFang departments'supervision and management function in the process of government construction.The application of uniform XinFang workflow and E-XinFang system is a major change for traditional work methods and means and XinFang work. The promotion and application of E-XinFang system can not only reduce duplication labor, improve work efficiency, free XinFang staff from a large number of heavy work, focus time and energy to carry out supervision and inspection functions; but also can regulate all levels of discipline inspection organs', XinFang report departments'and XinFang staff's work behavior effectively, enhance the ability to deal with XinFang issues; more importantly can make full use of XinFang information resources, carry out comprehensive analysis, provide reference for all levels of leading organs to grasp and analyze XinFang situation accurately and promotion government scientific decision-making. Main contents of this paper are as follows:Firstly, the paper starting from the development background, purpose and significance of Government E-XinFang System, explores current researches at home and abroad of E-XinFang, and gets Government E-XinFang System's design requirements through the analysis of systematic investigation, thus according to Government E-XinFang System's requirements and characteristics, carries through its overall design. The paper analyzes system's functional requirements detailed in the system's function design, designs system's various function modules according to functional requirements, gets the system's logic model and depicts the system's data flow diagram.Secondly, addresses and explains specifically for Government E-XinFang System's detailed design and code realization. Expatiates functional modules'division and description, the main module's window design and the corresponding code's implementation on the basis of establishment of system modules structure of the system overall design. Then based on the database needs analysis, database concept, logical and physical structure design, completes the government online XinFang management system through the database implementation and function modules design. The system runs on the platform of Windows Server 2003 Chinese version, using ADO.NET data access technology and C# language development.Finally, researches the Government E-XinFang System's safety. The Government E-XinFang System's safety is a necessary condition to insure XinFang management system's reliable operation. The paper investigates the realization of the Government E-XinFang System's safety from three aspects such as security realization of authentication, Web servers and SQL Server database.
