The Design And Implementation Of A Public Service Unit Purchasing System

With the rapid development of the society and information system,the e-government system in china accelerating the pace of the progress.The government institutions' purchasing systems is an important part of the e-government system.The openness and transparency of the traditional government procurement is poor.It is impossible for people to supervise the government procurement behaviors.In a certain degree,it influences the development of procurement business and it can't meet to the requirement of the government procurement system.Therefore,an efficient and convenient online procurement system is becoming the urgent requirement of the government institutions.The present situation of Chinese government procurement system is analyzed in this thesis.Based on the summaries of related research and practice works,and according to the target of the system construction,and through the study of the workflow and mysql database,the solution to the government procurement system has been put forward.This thesis is divided into four parts.Firstly,the background of government procurement is discussed in this article.According to the present situation of domestic and international procurement system,the necessity of the development of the procurement system is put forward.The requirement of the procurement system is analyzed.And the procurement process is described in detail.In the second part,on the basis of the demand analysis,the overall framework of the procurement system,including a detailed description of the database,have been designed.In the third part,using the workflow technology to achieve the scientific,efficient procurement approval process.The design of the core modules of the system including user management module,report generation module,were given in a detailed description.At the end of the thesis,the system work function and performance test is completed.Detailed analysis of the test results have been given.Now,the system has been put into formal operation in Shanghai Institute of Applied Physics,Chinese Academy of Sciences.It can meet the requirements of user,greatly improved work efficiency,and decreased personnel and operational costs considerably.
