Public Opinion Expression: An Important Dimension Of The Democracy Construction Of Contemporary China

In contemporary China, public opinion is becoming more and more important in the construction of democratic politics. The problem of public opinion expression is a major problem, which matters the democratic construction of contemporary China and social stability.After the founding of new China, the Government has made great efforts and achieved considerable success in the institutionalization of public opinion expression. Theoretically, these arrangements of the institutionalization of public opinion expression can basically provide unobstructed channels for the broad mass to express their wants and needs. But what we can not ignore is that, in China's reality, there are still many individuals or groups can not express their own wishes and aspirations through the institutional channel to safeguard their interests. This leads to not only the intensification of some conflicts between the Government and the public, but also the increasing number of incidents which the mass public affect the social stability through the non-institutional ways to express their wants and needs and through the informal channels to take part in the politics. This shows that there still some problems are worth exploring in the field of the construction of expression of public opinion, such as How the Government will promptly respond to public opinion in time, How to guide the rational expression of public opinion, How to promote active citizen participation in politics orderly to promote the democratic process, and so on.Smooth the channels for public opinion expression, expand the means of public opinion expression, guide the rational expression of public, these are all very important for promoting the process of building our democracy, maintaining the social stability. Based on the expression of public opinion as the research object, collecting and collating lots of documents and data, first of all, this paper defines the concepts of public opinion, expression of public opinion, democracy, legitimacy, political participation. Secondly, dwells on the expression of public opinion in our country's specific position and role, this paper gives a full analysis to the intrinsic link between the concepts mentioned above, and describes the importance and necessity of public opinion in democratic politics. Thirdly, combined with China's current basic system and basic social conditions, it expounds the public opinion expression in our country's institutional arrangements and problems. Finally, in order to help promote China's democracy, social development and stability, we should optimize the expression of public opinion environment and smooth the channels for it, to form a good interaction between the Government and people. Some specific measures also are proposed in such aspects as grasp the inherent duality of public opinion, the creation of security system, and improvement of the legislation and public opinion response mechanisms, promote citizen participation.
