The Effects And Countermeasures On Network Public Opinion Expression

The rapid development of network technology has brought great convenience to people, they can freely browse the network news, shopping, express and communicate with each other. Especially,the function of the network public opinion expression has been unprecedented released and reflected in today’s China, the network has become an important channel for people to focus on public events and express public opinion and demands. However, the network is a double-edged sword, the network public opinion expression which carries people’s heavy expectations has brought positive effects and negative effects to social, it is a practical and urgent task we must face and solve.This paper is divided into four chapters. The first chapter is the introduction, describes the research background, status, ideas and methods. The second chapter explains the basic concept, analyzes the connotation and features of network public opinion expression. The third chapter is the effects analysis, firstly,discusses the positive effects of network public opinion expression, including promote social justice by "moral judgment"; aggregate public opinion resources to defuse public crisis; improve citizen consciousness through network paticipation; make the government decision-making ptimization of under the public opinion; then study the negative effects and difficulties of network public opinion expression, including the unequal public opinion expression under the "digital divide"; the false network informations mislead network public opinion;"group polarization" of network public opinion expressing;the violent tendencies of network public opinion expressing and qualities of Internet users need to be improved. The fourth chapter is countermeasures,propose the boundary and management strategies of the network public opinion expression:improving practical public opinion expression channels; accelerate the construction process of national information technology; strengthen the management to network information; establish the government information disclosure and responding systems; cultivate internet users with high qualities.
