The Study Of Improving The Quality Of Citizen Participation In Government Decision-making Under The Democratic Administration Perspective

Citizen participation in government decision-making is a kind of participative activity for the citizens or civil groups for their own or public interest considerations, through legal means to participate in the formulation and implementation process of government decision-making, directly or indirectly to influence government decision-making behavior. Citizen participation in government decision-making makes the government decision-making more scientifically and democratically. As the development of the reform and opening-up and maturity of the market economy, the democratic administration model which developing in the Western country gradually came into our field of vision of the government and all citizens. We can see that the core of democratic administration is to make the citizen out of the single role of being managed, turn into a positive participation of the main body, in consultation with the government management teams and solve problems in public decision-making to achieve the maximization of the public interest of citizens. Thus, the citizen participation in government decision-making is the logical starting point and the core content of democratic administration .The development of democratic administration creates a positive citizens and organizations.From the theoretical perspective of democratic administration, this dissertation discusses the status, difficulties, constraints and the causes of the citizen participation in our country's government decision-making and puts forward three suggestions from the citizens, government and civil society at three levels to improve our quality of citizen participation in government decision-making. What's more, this dissertation explains how to improve the quality of participation of our citizens from the citizens, government and civil society .Citizen participation in government decision-making process is the development of the contemporary democratic politics, and also a specific form of realization of democratic administration. This requires us to develop active citizenship, at the same time it should speed up the promotion of well-developed and mature civil society and the formation of modern government. Therefore, the study of citizen participation in government decision-making under the democratic administration perspective should be the direction of common concern of the government, citizens and society.
