During the transformation period, the citizen participation is an important way to promote the scienceand democratization of administrative decision. There are different participation practices can be found in our country at present. Generallyspeaking, to the citizen participation there are lots of limitations need to be paid attention, such as: thecontradiction between the citizen participation and political response, arbitrary participation and bad effect.Institutional barriers, the system obstacles, decision-making disabilities have prevented the citizen fromparticipating in administrative decision-making. The citizen participation practice in Western countriesprovides some useful reference for our citizens to participate in administrative decision-making. In westerncountries the practice of citizen participation has three main characteristics: organized participation, formof diversity, Comprehensive research. We can learn a lot of from the western citizen participations, such as:orderly participation is a process, the citizen participation needs institutionalization, participation abilitywill be very important. The difference between the Chinese context and the western context can’t beignored at the same time. To perfect the mechanism, the principle of citizen participation inadministrative decision-making participation should be abided. The relationship between the citizenparticipation and decision-making scientific, decision model selection and citizen participation, valueorientation and the citizen participation needs to be handled correctly. Orderly game should be played onthe basis of social integration; Consensus should be reached on the basis of integration of value; throughconstructing multiple participation mechanism, the citizen participation conditions can be created.
