Decision-making is one core part of public administration. Democratic administration doesn't imply the partition of decision-making authority, but demand citizens to participate actively in decision-making and play a more initiative and active role in the course of decision-making. Citizen participation in decision-making does efficiently help to fulfill commonality and validity of the decision-making. Precious thinking of Multitude-Route of Chinese Communist Party, is the vigor source of dual innovation of citizen participation theory and practice. In the practice of decision-making, typical approaches of citizen participation include public hearing, consultative committee and so on. Among these approaches, public hearing which takes an important role in the acceleration of citizen participation is the core mechanism of the democratization of decision-making. In our country, there are still some problems and shortage in the practice of citizen participation in public administration decision-making, which is in great need of more development and further perfection. Modern administration requires the systematic construction of citizens' participation. So we expect the enaction and enforcement of the law of citizen participation and the law of administrative procedure. In the meantime, we expect the perfection of the mechanisms that ensure the realization of citizen participation in public administration. In different governmental pattern, the relation between the citizens and their government varies a lot, and citizen participation is the essence of the democratic administration. The realization of democratic decision-making and democratic administration depends on some certain social entironment, which means the co-existence and interaction of developed civil society, matured modern government, and competent self-confident citizens as well. Citizen participation in public administration decision-making is the common target of the government, the citizen and the society.
