Rural Youth Centers In Shenyang Development Strategy

With the reform & openning policy,the development of the economical market and the deeping of political system innovation,chinese NGOs has been making progress increasingly.Meanwhile,rural country's civil organization has been playing gradual important role in the social and economic reality in the past 20 years.Therefore,the research and related study on Rural Youth Center should be put onto agenda to put forth study on the role and the function.With the reform & openning policy,the development of the economical market and the deeping of political system innovation,chinese NGOs has been making progress increasingly.Meanwhile,rural country's civil organization has been playing gradual important role in the social and economic reality in the past 20 years.Therefore,the research and related study on Rural Youth Center should be put onto agenda to put forth study on the role and the function.The study on Rural Youth Center has achieved preliminary result from the theory to practive and from beginning to premature though it's a brand-new subject.However,the consciousness of the subject should be made clear enough to constructure its operating mechanic on the condition that its management pattern followed by the basic organization and the function has failed to meet the rural youth's demands.The paper analyses the issue of how to constrcture and maintain the pattern of Rural Youth Center on the basis of the survey of Shenyang Municipality to make clear these following things:Firstly, the author makes great effort to describe the detailed information of the Rural Youth Center construction in Shenyang Municipality, and analyses the problems appeared in the construction process.Secondly, the author defines the role ot Rural Youth Cente in the community development from the theoretical perspective of community governance. To make it further, the author points out the economical and political functions of the center.Thirdly, to draw a conclusion, the author gives out some counter measurements to the further development of Rural Youth Center:enhance the cognition level of the whole society to the Rural Youth Center,constructure the supporting system to the scientifically NGO political policy system and strengthen the breeding of social workers.
