However, during the process of economic transition some phenomena like development lagging and weak competitiveness appeared. The growth and breeding of Shenyang metropolitan area must provide some fresh blood and new directions for the prosperity of Liaoning province. And it has serious meaning on the aspect of theory and practice.Positive analysis is used in the article to make a systematic study of Shenyang metropolitan area, with the purpose to give some suggestions and strategies to the birth and growth of it The article can be divided into three parts: the first one is the presentation of theory, it is mainly introducing the achievements of the metropolitan area theory, and also presenting carefully the definition and characteristics as well as the system of operation, with the aim to construct the base for the whole research.The second part is the positive analysis, which is the main part of the paper. It takes the positive analysis to the Shenyang metropolitan area on the base of the above theory from five aspects. First is to present the critical meaning of breeding the Shenyang metropolitan area. And second is to analyze Shenyang the center city of the metropolitan area, and compare the economic power, social development level, international level, technological innovation capability and the ecological environment with the other four big cities. The definitions of city economic power and economic distance are used to divide the range of Shenyang metropolitan area, at the same time eight cities and the suburban districts belongs to them are defined tobe contained by the metropolitan area.
