Research On Perfection Of Letters And Visits For National People's Congress In China

With the shunting of Chinese economy system and the deepening of political reform, there are issues that we have to face, which are the social structure differentiation in the transitional period, the multiple diversity of main interests part, the different social strata and groups with different interests. As various contradictions continue to emerge, the social problems have became more and more complex and the activities of all kinds of letters and visits has been increasing. The institution of letters and visits for government is an China owns style for citizen to express one's political views and protect one's rights, it's stands a special status during the political building and economical development, also acts an unsubstitutable role.In reality, the National People's Congress becomes the second level of government agencies. The status of the National People's Congress was weakening, and the role was reduced. There are weak link of supervisory work in itself and the reasons of the deeper levels of structure, institutions, legislation, and personnel made the weak supervision of China's National People's Congress.In view of this, the author with their own actual work, focusing the subject on perfection of the letters and visits functions of National People's Congress, using the classical Representative theory and the modern theory of political participation, discussing systematically how to band the letters and visits function and the supervision function of National People's Congress together to strengthen the letters and sufficiently bring the commissaries into plays. Hope for the National People's Congress's system, especially the realization of the supervision function would be helpful.
