The Analysis On Technical Efficiency For Township Government In Sub-developed Areas

Since Reform and Opening-up, especially in the process of implementation of Scientific Outlook on Development and construction of harmonious socialist society, government service quality and technical efficiency has become the core of government administration and the key to boost government performance. Therefore, carrying out research on technical efficiency of township governments in sub-developed areas is not only beneficial for the enrichment of our public administration theories, but also significant in promoting the new round of township organizations reform.With reference to politics and administration theories, a thorough analysis has been made by using both qualitative and quantitative methods about the current state, existing problems and influencing factors of technical efficiency of township governments in sub-developed areas, aiming for the discovery of feasible ways to enhance technical efficiency of township governments in sub-developed areas.In the first part, the current research situation of domestic and oversea study upon technology efficiency, government technical efficiency and government technical efficiency measure has been illustrated. Moreover, the opinions and suggestions from scholars about the problems in technical efficiency of township governments in terms of management have also been summarized.In the second part, review the developing process for township government managing system, at the same time explained the relationship between efficiency and government efficiency, government efficiency and governmental technical efficiency. Also, make a tentative definition by pointing out its specific elements from the point of view of township governmental technical efficiency.In the third part, the basic status of township government in current sub-developed areas has been analyzed, which mainly focused on policy documents related to the improvement of township governmental technical efficiency. This article argued that though township government in sub-developed areas has taken positive measures to enhance technical efficiency, such as the organization reform, the reinforcement of constructing cadres, functions transformation and information implementation. However, after rearranging the literature for relevant reports, it is brought to light that those problems as overstaffing in organizations, slow civil service construction, high cost of government operations, and the dropping behind level of IT application, etc. still exist currently. In the fourth part, it is started with four aspects as the system, administrative organization, administrative environment, and executives of township government in the sub-developed areas, analyzing the factors that influenced the improvement of technical efficiency.In the final part, on the basis of referencing large amount of documents and data, the indicator system for evaluating township governmental technical efficiency has been constructed, and the views of scholars to introduce the measurement has been summarized as well. Also, specific measures are proposed in response to these factors. First of all, make earnest efforts for officials'diversion of township government, reform the administrative examination and improve the organizational efficiency, so as to optimize the management system within township government in sub-developed areas. Strengthen the procession construction through civil service recruitment, training and encouragement, and enhance staff efficiency. Moreover, change the administrative ideals to strengthen E-government. Complete the financial management system; accelerate social development, so as to provide protection for enhancing governmental technical efficiency. Second, straighten out management system of the county and township; improve the way government services, while playing a role in government guidance so as to create a favorable external environment. At length, concluded advanced practices for improving governmental technical efficiency in developed areas both home and abroad, so as to offer favorable reference.
