The Research On The Villagers Autonomous Legal Guarantee System

The grass‐roots mass self‐government system as one of China's democratic system was written into the Party's National People's Congress report in the 17th Congress of the Communist Party of China firstly. This is a vivid expression of our party continue to promote self‐improvement and development in political system, also a recognition of significant and development results of the grass‐roots mass self‐government system. As an important component of the grass‐roots mass self‐government system,the villagers autonomous system is a basic project of China's political reform and China's socialist democratic political construction, the development and perfection of it is very important In the construction of socialist democracy system. Since " Village Committee Organization Law " has been officially promulgated in 1998, the villagers autonomous system has made great achievements in practice, but with the political, economic and cultural undertakings in China,We found that existing legal system about the villagers autonomous now insufficient,so the legal guarantee system need to be established and the villagers'democratic supervision mechanism will be the most important component of it .in this paper,the author uses the method of theoretical and empirical analysis combining , start with the basic legal theories to research the villagers autonomous legal guarantee system at present stage, focuses on the improvement and development of democratic supervision system of the villagers autonomous system. This content is divided into three parts, the basic concept of villager autonomy, constitutional theory, the theoretical value, practical features and development process of the villagers autonomous system be analyzed shows from the legal point of view firstly, the current situation of the villagers autonomous legal guarantee system has been analyzed from an empirical point of view secondly, at last, the author proposed that improve the legal regulation is the premise in the villagers autonomous system construction and The villagers'democratic supervision mechanism is the core of the Villagers autonomous legal guarantee system, Tentatively put forward the idea about the villagers'democratic supervision mechanism.
