Villagers Oversight Committee: Rural Democratic Supervision Organizations Explore

Since the reform and opening up, the building of grassroots democracy in rural China has made substantial progress. Under the lead of Chinese Communist Party and the farmers participate actively, farmers exercise the power of democratic election, democratic decision-making, democratic management and democratic supervision directly. The village committee is the management of village affairs and decision-making executives. Its main objective is to maintain social order and the interests of farmers in rural areas. There is game between farmers and village committee in the struggle for power. In this progress, farmers are in a week position compared with the village committee. If it is supervised ineffectively, the power becomes alienation. In order to prevent alienation of village power, farmers should exercise the democratic supervision. However, the platform and ways for democratic supervision are relatively simple. How to better safeguard the interests of farmers and supervise the village committee effectively is important issue.Democratic supervision is related to the development of democratic and the stability in rural areas. In addition, democratic supervision can not be separated from the organizational innovation. Chinese farmers have a wealth of creative. The household contract responsibility system and village self-government are the great innovation of farmers. Democratic supervision in rural areas should be systematic and targeted. And farmers need organization as carrier. The organization of democratic supervision provides an effective platform and means for farmers.The issue starts from the perspective of organizational innovation. It combines supervision with self-organization. Theoretically, it analysis the formation conditions, general features, location and function of supervision committee. It tries to put this form of organization among the practice of democratic. They are including integration of farmers'supervision, organizing meetings, assessing the impact of decision and so on.
