The household registration system reform in the reform of government management system is the important content. With the continuous improvement of socialist market economy system, the disadvantage of the contemporary household registration system has become increasingly prominent. Currently, it is the right time is to carry out the household registration system and all the governments has accelerated the pace of it. This article aims to analyze the contemporary household registration system, review the framework of the contemporary household registration system and study the status and disadvantage of the contemporary household registration system, particularly emphasis on the existing social problem on protection of the civil rights. At the same time, this article gives a brief evaluation and analysis of practice mode of national household registration system reform. The system design of household registration system and common practice of protection of the civil rights applied in the other countries or regions are analyzed in this article also. For the main disadvantages of the contemporary household registration system, this article proposes the guiding ideology of the household registration system reform from the perspective of protection of the civil rights with the purpose of reforming the dual system between urban area and rural area, promoting the flow of population, guaranteeing the basic civil rights, speeding up the process of urbanization and facilitating economic and social development. Meanwhile, Combined with their work, focusing on theoretical research and the legal system, the article proposes the general concept of the household registration system reform aimed at realizing equal civil rights ultimately.
