Resettling military officers to civilian work place is not only an important system, but also an important political task. In 2001, China promulgated the "Interim Procedures for Resettled Military Officers," which proposed two resettlement models of planned distribution and self job seeking. After that, a large number of officers have been properly resettled, who have made outstanding contributions to local economy development. However, with the deepening of reform and social interests profound adjustment, as well as the accelerated military modernization, the resettlement of military officers encountered many new problems and new challenges. Jinan is the base of Jinan Military Region, Jinan, Shandong Military Region, Jinan Air Force, Shandong Armed Police HQ. As a matter of fact, Jinan bears the heavy task of settlement. In recent years, the number for resettlement in Jinan has been at a high level and the pressure is increasing. With further reform of administrative system, there are less positions available in public institutions, which makes resettling work more and more difficult. Many officers can not be reasonably resettled. Due to the insufficient trainings and services before and after resettlement, it is difficult for resettled offices to find a job by themselves or to realize self-employment, which in the end affects the further development of resettled officers. It turns to be an urgent project for those who work on Jinan military resettlement to find out how to adapt to development of the situation, timely adjust and improve related policies and systems.Making use of years of experience and data engaging in the work of resettlement, through literature study, material study, quantitative analysis, qualitative analysis, feasibility studies and other methods, the author analyzed the current situation of Jinan military officers and explored the problems in the work of resettlement. Drawing on the best practices of resettlement, this thesis puts forward a scientific and efficient suggestions for improving Jinan military officer resettlement.This article is divided into five parts:The first part is introduction, which introduces the background and significance of this subject, as well as the research methods.The second part analyzes the development, features and deficiencies of the policy. The third part focuses on the current status of Jinan military officer resettlement. Through analysis of the data from 2004 to 2009 on the resettlement work, including total number of officers, resettlement methods, age structure, hierarchy, major, employment orientation, etc, the author makes comprehensive analysis of the current situation of resettlement.The fourth part describes the causes and problems in Jinan military officer resettlement. There are contradictions between policy and local system development, limited resettlement channel and military talents. Through the analysis of these contradictions, the thesis points out the three causes, which are less developed market economy system, regional economy development difference; insufficient policy and training support and impact of traditional values.Part V proposes to improve the resettlement work by drawing on the best practices domestically and internationally. The suggestions include scientific development plans, standardized assessment methods, building more channels for the resettlement, improving the planned distribution system. The author also suggests to provide more support on self-supporting mechanism for career development. In the end, the author suggests to actively promote the pre-job professional training, personal training, blended learning model, intensive training to guarantee the transformation and development of military talents.The last part is the conclusion.
