The Configuration Of The Grass-roots Governmental Crisis Management System In Case Of Outbreaking Of Natural Hazards

China has been playing a more and more important role on the international platform as the economy grows rapidly. But challenges from many aspects occur on the track of rapid growth, serious natural hazard is one of them. As one of the few countries with serious natural hazards in the world, frequent natural hazards have caused great personal casualties and property loss and have greatly affected the national and social stability and unity. It is an urgent and realistic problem for the government to establish a Governmental Emergency Management System, because it has the responsibility to handle the natural incidents effectively.Four elements of the grass-roots governmental crisis management system in case of outbreaking of natural hazards are proposed through the typical example study of the current crisis management system of Guandu subdistrct office to be the improvement of the running system, the improvement of the emergency preparing system, the improvement of the level responding system of the grass-roots governmental crisis management in case of outbreaking of natural hazards, and the establishment of the group linkage system of the grass-roots governmental crisis management in case of outbreaking of natural hazards, which may be reference and policy suggestion for the policy-making of the state and related departments.
