A Study Of Government’s Crisis Management On Sudden Natural Calamity And Emergency

The natural disaster crisis is a public crisis, disaster prevention and mitigation is the important component of the national public safety, and an important function to fulfill the political domination and social management. To be a vast country, the variety of climate、 topography and environment resources provide the good living condition for people, but frequent disasters make china to be one of countries which have the most natural disasters types、the most extensive occurrence area and the most serious losses in the world. On the one hand, frequent disasters would restrict the sustained and rapid development of China’s economy and society; On the other hand, it would be a hindrance factor of the construction of a resource-saving and environment-friendly socialist harmonious society under the guidance of scientific concept of development. Therefore, it is an urgent task to establish a scientific and effective management system to prevent、respond and eliminate the natural disaster crisis.Based on the above background, this paper, with the title of research on the government crisis management of sudden natural disasters and the analysis of the crisis management which have been timely made by the central and local governments to deal with the drought in southwest area of China in spring2010by actively allocating various resources and social power, summarizes and analyzes how the Chinese government in the new period to grasp the principles of the crisis management in Sudden natural disasters events and disposal it under the guidance of the governing philosophy of "people-oriented" and "constructing the socialist harmonious society" to come to its success and shortcomings. Finally, the paper would put forward the scientific and rational suggestions for the Chinese government’s crisis management system of the sudden natural disasters event.The paper is divided into five parts:The first part:Preface. This part mainly sorts out the background、meaning and the current research status at home and abroad and puts forward the fundamental basis, the ideas and methods, the innovations and deficiencies, etc.The second part:Related concepts definition and theory comments. This part would delimit crises、natural disasters、the government’s crisis management and other related concepts, and elaborates the necessity and feasibility of natural disasters and the government’s crisis management.The third part:This part objectively analysis the Chinese current situation of natural disaster management and mechanisms.The fourth part:Case Study. Taking the example of the drought of five provinces in southwest area of China in spring2010, this part objectively elaborate and analysis the processes and behavior of the crisis management handling rules and procedures which have been made by central and local governments during the drought.The last part:The mode selection and path improvement to cope with the natural disasters crisis management for the Chinese government. For these problems, this part puts forward systemic and reasonable suggestions to provide the intellectual support for the crisis management practice、innovation and development which are made by Chinese government in the new period to cope with Sudden natural disasters from multiple perspectives, such as system and theory.Finally, this part would sums up the paper and reiterates the author views.
