Causes And Countermeasures For Dealing With The Crisis Of Public Policy Implementation In Contemporary Chinese Grass-roots Government

Constructions of a harmonious society, as well as the construction of new socialist countryside push the grass-roots government to the forefront of economic society. People put forward more demands to the grass-roots government as their gradually enhanced legal awareness, broad economic vision, and awakening sense of democracy. . The crisis of grass-roots implementation have severely affected the realization of the policy goals, damaged the credibility of the government, hindered the development of economic society, weaken the central authority and shaken the legitimacy of the state rule. Therefore, the research on the crisis of grass-roots policy implementation is necessary.This thesis intends to conduct a comprehensive, in-depth discussion on the crisis of grass-roots government in implementing, which is divided into five parts:The first part of the thesis is the introduction, in which the background, significance, status, research ideas and the basic methods of the grass-roots implementation of government policy are described. In This section of, the previous researches on policy implementation are summarized. By analyzing theoretical researches on policy implementation at home and abroad, a theoretical thinking and learning of the study will be shown.In the second part, related theories on the crisis of implementation are illustrated. The conceptual definitions of crisis are shown, and then by applying Marxist theory of relationship between economic base and superstructure, the crises of implementation are explained. For the policy is an integral part of the superstructure, the crisis of demonstrate the problems existed in China's political system, and have effect on the development of economic system. Only by adjusting the parts of the superstructure which are not suitable for the economic base, and resolving the crisis of policy implementation can ensure the promotion of economic development.Part III deals with the causes of the crisis, which includes the following key factors: the policy factors, human factors (including the implementation of policies and policy objectives of the main groups), institutional factors (including power supervision and restraint mechanisms, implementation of the policy evaluation mechanism, and policy accountability mechanisms, etc.).The fourth part is the impact of crisis of implementation on the government's capacity, which is mainly reflected in the following three aspects ------ decline of government authority, economic development and democratic political development.The Fifth part presents the countermeasures of resolving the crisis.Innovations of this thesis are those: with village official examination as an opportunity ,to implement a strict policy of the main selection; to complete the network of democracy, to enhance participation of target groups; to strengthen the authority of state and to enhance grass-roots government's political loyalty.
