| As the saying goes: the people regard food as the heaven and food as the first priority.With the rapid economic development,the social attributes of food are not only reflected in satisfying daily diets,providing essential nutrients,and satisfying appetites.With the development of society,food no longer only has the basic function of a fruit belly,but also endowed with more contemporary attributes.This is mainly reflected in the aspect of food safety.People are no longer satisfied with having enough food,but demanding better and safer food.In the face of the people ’ s increasing demand for food safety,the regulatory authorities are facing heavier regulatory pressures to improve grassroots supervision.The ability of the department to respond to the food safety crisis has become an urgent problem to be solved.This article is based on the current food safety crisis management in County W,combined with food-borne disease cases,and under the framework of Robert Heath’s4R crisis management theory,analyzes the existence of grassroots food safety crisis management in three stages: before,during and after the event.The shortcomings of the Food Safety Commission ’ s organizational functions,the formulation of emergency plans,the construction of emergency teams,the food safety sampling,and the management of the aftermath of hazards analysis and supervision.The shortcomings of the food safety crisis management in County W are mainly due to insufficient crisis awareness and emergency protection.Insufficient efforts,lack of information communication and sharing platforms,and insufficient co-governance in crisis society.Improving grassroots crisis management capabilities requires seeking relevant solutions within the framework of 4R crisis management theory,seeking solutions from the four stages of crisis reduction,crisis preparation,crisis response,and crisis recovery,and enhancing crisis awareness from enhanced assessment,multi-dimensional publicity,and strict accountability.,To improve the organizational structure by clarifying the leadership position of the Food Safety Commission,broadening the participation of the "San’an Interaction",improving the management mechanism through pre-warning,process supervision,and post-event evaluation,by increasing the team of experts,forming a diversified team of volunteers,and strengthening training Drills to improve the level of professionalism,increase the number of professionals by expanding recruitment methods,strengthen grassroots technical tilt to increase emergency protection,and build platforms to eliminate information barriers and increase information transparency to improve the effectiveness of information communication.Policy implementation mostly relies on the deployment and daily work experience of the higher level.The article analyzes from the perspective of the grassroots government,Put forward a promotion strategy,more maneuverable. |
