E-government has been recognized the most effective way to improve the government's public management, service, and efficiency and serve the people around the world. The Government that is based on information and interaction with online information will be achieved for paperless office and the network through the establishment of the portal site, and other services are gradually achieved through the network; e-government can provide more convenient to users services. Now, the building of e-government has been an important initiative in pushing forward as a process of national economic and social information by the countries, and a basic strategy in promoting the information process of government and the only way to build e-government.In the construction process of Government Portal, what kind of government portal is the portal of qualified? What kind of portal will make customer satisfaction? Different scholars and experts have different knowledge and insights in this question, and give an evaluation standard. This article from the user's position and point of view to the establishment a government portal system evaluation criteria, author e hopes to provide a reference in the recommendations in building government portals.This article begin with the concept of e-government, described the basic functions of the government portal and the future development patterns and trends, and the construction of our government portal status, emphasize the theoretical significance and necessity of the evaluation of government portal; based on the previous theory, author propose the establishment of the principles and evaluation methods of the government portal site evaluation index, innovative combination of fuzzy AHP and TOPSIS, and the way of questionnaire was used in determining the weights of the various indicators, fully consider the using and the problem in the user's point of view, and then, proposed a new evaluation index based on the user's point of view. Finally, through the use of questionnaires,, the provincial government conducted a survey on the portal with the nine provinces of China, and accessed to data and the empirical analysis, the government portal development proposals and strategies was given.
