Research On Performance Evaluation Index System And Application Of Open Government Data Portal

In the age of big data,open government data has become the important content of the current work of the government.As the largest holder of public data resources in society,the government should open the data resources to the public unconditionally and free of charge.It not only can improve the transparency and sense of responsibility of the government,enhance public trust in government agencies,but also can promote the use of value-added data resources,provide the economic and political value of the public data,promote social progress and innovation.From an international perspective,government data open has become a trend,more and more countries and organizations gradually open government data.They develop appropriate data open plans,implement data open operations,and actively establish national or local government data open portal.Compared to other countries in the open government data process,China started late in this area and has not established a national level of unified data open platform yet.Only some local governments begun to do some practice such as introduced a local open data platform.In September 2015,the State Council issued the "Big Data Development Action Plan" pointed out that "By the end of 2018,complete the national government data unified open platform".So far,China's open government data practice is still in infancy relative to the best practice of international open government data.Therefore,how to assess the existing Chinese government data open government portal,find out the gap with the best practices of the international open government data is very important for the development of China'sThis paper takes open government data as the research background,combing the conceptual relationship between open government,government data and data openness.Based on the theory of open government,information architecture theory,user experience principle and website usability,the author draws lessons from the international open government data standard principle,references to the international theory and the practical experience of domestic open government data evaluation project,bases on urgent requestment of the domestic government information disclosure transformation innovation,using the benchmarking management method to analyze the US and UK open government data website as a best practice,in-depth analysis of the government data open website core service function.Based on the analysis of the composition of government data open website performance evaluation,with "platform architecture","key data set","the data management and service","public participation" four dimensions as the level one index,to the open government data website for the evaluation of the object,this paper builds a set of government data open website performance evaluation index system finally and empowers the index with the Extension Analytic Hierarchy Process.Taking the Beijing and Shanghai open government data websites as the evaluation objectives which using the evaluation index system has been built,by summing up the status of these two sites,this paper finds out the shortcomings of the construction of our open government data websites,finds out the gap with the international best practice,and puts forward the systematic improvement strategy.
