With the age of the Internet continuously pushing forward, the construction of the government portal website has been speeded up. Changing the direction of the government from the traditional unilateral information release to online interaction with the citizen and real-time processing government affairs, which expanding the meaning and manner of the “network in politics”. Under the guidance of the new public service theory, the functions of the government has been gradually transforming from the management model to a service-oriented. Which will pay more attention to the interests of the society and the people and their realization and fulfillment. And the effective evaluation of the degree of the interaction between the government and the people will help the government understand people’s attitude towards the process and the result of the interaction, this will promote the upgrading of the service quality of the government and better development of the e-government.This paper reviews the generation and evolution of new public service theory, relates the status quo of the function transformation of government, analyzes the development of e-government in China, according to the connotation of the interaction, referring to the four-stage model of e-government in the evaluation dimensions, constructed interactive evaluation system under the e-government background and adapted the government portal, which comprehensively evaluate the situation of the interactive portal of the government from the "information dissemination, interaction, integration association" three aspects. We proved the practicality and reliability of the evaluation system by doing the management experiment, and we found that there are some issues like the interactive features not perfect, there is a lack of adequate communication between government departments. So we put forward some suggestions on them, thus we hope to provide effectively judge and true basis for construction of the government portal, also provide strong support to the further improvements.The theoretical and experimental analysis showed that the evaluation index system of the interact between the government and the citizen is feasible and credible; It has some inspiration and help to improve the service quality of government and improving the way of the interaction with the public. However, limited by the constraints of various factors and conditions, coupled with limited level, there are many inevitable shortcomings in this research, we are trying to make up and improve the study in the future, in which to make the government portal website interactive evaluation system more comprehensive and scientific.
