Research On Evaluation Index System Of Government Portal Of Provincial Capital Cities In China

Promoting openness in government affairs is not only conducive to protecting citizens' right to know and realizing their legitimate interest demands,but also conducive to enhancing the credibility of government departments at all levels and enhancing the government's prestige among all citizens.As the main channel of government affairs disclosure,the comprehensive and timely contents of government portal websites,the scientific design and convenience of public columns,and the diversification of public channels directly affect the public's experience and feelings.Furthermore,the provincial capital city is the political,economic and cultural center of the province,and the construction of the provincial capital city government portal plays a radiating and driving role in the construction of other provincial government portals.In view of this,this paper takes the provincial capital city government portal website as the research object,through the establishment of a relatively scientific and reasonable evaluation index system of government affairs openness of provincial capital city government portal website,examines the overall level of government affairs openness of provincial capital city government portal website in China,and puts forward targeted Suggestions.This is of great significance and value for effectively promoting the openness of urban government affairs in China,guaranteeing citizens' right to know and right to supervise,enabling the government's administrative actions to be carried out better under social supervision,and thus improving the government's work efficiency and credibility.Based on the summary based on theoretical research and evaluation practice,scholars both at home and abroad with the international development trend of the electronic government affairs,in recent years,the CPC central committee and the state council on government affairs public documents issued by the spirit,and to meet the requirements of the new era of socialism with Chinese characteristics as the basis,from the resource layer,catalog layer,platform layer and protection layer framework,set out to build the evaluation index system of government affairs at the preliminary established including openness,participation,platform construction and the guarantee degree of 4 first-level indicators,14 secondary indicators and 48 tertiary index evaluation index of the capital city of the government portal website openness.Then,through the expert consultation method,the index consistency test is carried out,and the weight is designed by the analytic hierarchyprocess,to form the open evaluation index system of provincial capital government portal website.Finally,in order to test the applicability of the index system,the author makes an empirical evaluation of the government affairs publicity work of government portal websites of 27 provincial capitals in China,analyzes the shortcomings and causes of the government affairs publicity work of provincial capitals' government websites,and puts forward reasonable Suggestions.It is hoped that the research of this paper can provide some references for the real effectiveness of the government affairs publicity work in provincial capitals.
