The Improvement Of The Mechanism Of Citizen Participation In Decision Making

Administrative decisions are the behavior and activities that in dealing with public affairs and public interest national executives set goals, and develop programs, and make demonstration analysis and the final decision. Public participation is concept of a program specifically designed for administrative decision-making process, the core of which refers to the interaction between the public and decision makers, dialogue, negotiation, compromise, persuasion and the coordination of value preferences, and the final consensus process. The value of public participation in administrative decision-making is to strengthen the protection of fundamental rights of citizens, and to be suit for democratic policy-making, and enhance the implementation of administrative decision-making power.Our current public participation mechanism in administrative decision-making has some defects, including a narrow range of public participation, a small practice unsufficient, and the lower public's ability and so on. The root cause of this situation is that three kings:First, the government monopolized the administrative decision-making power; the second is an conspiracy between experts and the government the third is public participation in appeals mechanism is not perfect, imperfect, and inadequate.For this, the paper proposes some specific responses. First, expand the scope of citizen participation and enhance the principal of equality. Second, the object is to expand the scope of public participation and form; Third enrich the types of rights and enhance the public's ability to participate.
