Rural migrant workers emerge as a new type of labor forces during the opening and reform, industrialization, and urbanization of China. Issues brought about by rural migrant workers have become a big deal for China's economy transition. According to statistics, the number of rural migrant workers in China reached 232 million by the end of 2007. As the total number of rural migrant workers keeps increasing, a series of problems put forward, such as rural migrant workers'employment, education for their children, and participation in political issues, all of which make a great impact on the rural migrant workers. Since the number of rural migrant workers is nearly 1/5 of China's population, protection for their interests and rights has become a hot and focal issue in our society.With my four years'working experience in building enterprises, I always focus on the problem of wage arrears for rural migrant workers in the building industry. In this thesis, I study and analyze the problem of wage arrears for rural migrant workers in the building industry from the view of public management by using the professional knowledge I learn during my postgraduate period. Adopting the research methods including documents synthesis and data analysis, I analyze the current situation, trend, and harm of wage arrears for rural migrant workers based on current researches in China. Through the explanations of responsible government, service‐type government, and new public service theories, reasons of wage arrears in the building industry are analyzed and solutions are provided from the perspective of public management.Currently, wage arrears for rural migrant workers in the building industry are common in China and the situation is reaching epidemic proportions. Since the population of rural migrant workers is nearly 300 million and rural migrant workers become a fresh force for urban construction covering all economic and political fields of our nation, wage arrears for rural migrant workers become a social problem focused by various social circles. In addition, wage arrears do great harm to the society. Therefore, this issue must be finally solved soon. The thesis clarifies seven causes of wage arrears, which include dual social structure, unsatisfied law system, to‐be‐improved employment system, and limitation of rural migrant workers themselves. By using the theories of responsible government, service‐type government, and new public services to solve wage arrears from the view of public management, the paper provides solutions from three aspects: to make the major functions concerning public services provided by government organizations clear; to clarify administrative functions and to build responsible governments; to intensify legal supervision and to restrict activities of governments, enterprises and social organizations by laws.
