At present,China’s economy and society are in a special period of transformation,and it is also a period of various social contradictions.In this context,the protection of the legitimate rights and interests of socially disadvantaged groups also presents a complex state.The protection of legitimate rights and interests,especially the problem of the wage arrears of migrant workers,has been unsatisfactory for many years and has seriously affected the image of the government.At the same time,the problem of wage arrears of migrant workers is a potential problem of social transformation.Its poor governance not only damages the market economic order,but also seriously erodes the social foundation.From the perspective of collaborative governance,this paper takes Chengdu as an example,analyzes the problems and causes of the problem of the wage arrears of migrant workers through the literature research method and case analysis method,and proposes the countermeasures to establish and improve the cooperative management mechanism of the wage arrears of migrant workers..The focus of this paper is on the coordinated management of wage arrears of migrant workers.Firstly,it analyzes the research background of the governance mechanism of migrant workers’ arrears,and analyzes and elaborates the concepts and related theories of migrant workers and collaborative governance.Secondly,an in-depth analysis of the current situation of the wage arrears of migrant workers in Chengdu.Thirdly,it analyzes the problems and causes of the arrears of wages for migrant workers in Chengdu.Finally,from the establishment of a sound cross-sectoral cooperation mechanism,guidance to encourage social organizations to participate in the protection of migrant workers’ rights and interests,strengthen the allocation of labor security work force,improve the enterprise wage payment integrity management system and the system of discretion and punishment,and improve the emergency protection mechanism for wages.The establishment of practical and feasible countermeasures for the cooperative management mechanism of the wage arrears of migrant workers,in order to provide reference for the governance of wage arrears of migrant workers.
