Energetic society is the one with strong vitality and great creativity which is formed in the specific historical conditions. It embodies a harmonious and orderly situation in all fields for the entire country as well as the enthusiasm and creativity of individual citizens and organizations in production. Order and stability is very important for China which is a country with a large population.However, it is our big endowed proposition to keep social vitality while we maintain social stability. This article emphasizes on the realization of people's subjectivity and creativity through the perspective of social system, and explore the establishment of the benign operation mechanism that China achieves sound and rapid development during course of socialist modernization.This article established the basic foundation of construction of energetic society in the new period firstly.
