On the one hand, Energy Conservation Law of the People's Republic of China has made great achievement in eight years since it began to be brought into effect. On the other hand, as is incontestable, its polestar follows the thought of planned economy ant consequently results in some problems. Thus, to amend the legislation on how to conserve energy is very critical.Beyond the sea, some western countries such as Japan, America and England, have been pushing the lawmaking in order to improve energy utilization and economic performance, protect the environment and ensure national socio-economic development. The experience and advanced ideas of the reform in the lawmaking on how to conserve energy in those countries, could offer some helpful suggestions to our country.Finally, the thesis not only analyses the system of the legislation on how to conserve energy in our country but also brings forward some suggestions on energy conservation.
