As"The PLA's civilian staff work byelaw"was carried into execution at August 1, 2005 ,nationwide Bachelor's degree graduates ,who are not engaged in nursing,art and sports ,are recruited successively in some professional technical positions and some non-professional technical posts of army exclude JunJi above organs and non-combat troops in remote hard areas.The professional technical positions include education,research,project,health,recreation,library,record,etc.The non-professional technical posts include part affairs in management and service guarantee.They are non-active civilian staffs.Junior command colleges of armed police begin to take in civilian staffs from the second half of 2008.Bach of them are working for teaching guarantee in educational technology center."The PLA's civilian staff work byelaw"indicates that civilian staffs have to be trained according to the principle of professing,training with consistent,on-demand teaching and effective by competent department.After viewing the training at xi'an march of last year and the visiting survey of civilian staff ,the author puts forward that there are many problems in civilian staffs training,as limited training frequency and scale, single form , noticing form ignoring effect , and no-science examining ways. Based on the understanding of the definition and connotation of blended learning, analyzing typical blended learning mode and civil staffs, blended learning mode based on civilian staffs training is being builded. Article content can be divided into four parts :Part 1: The definition, intension of blended learning and typical blended learning mode analysing.Based on the definition of blended learning as a starting point, the author Chooses internationally recognized authority definition and several representative definition, Analysising the starting point and significance.Then,the comparison of several famous definition of blended learning from the domestic education and technology experts as kekanghe, kedongli, ronghuaihuang, jiahouli are carried on. From exploring its connotation deeplyl,the author give his own understanding for BL,that blended learning is a thought of solving a kind of specific problems use appropriate ways,with the style of "education low physico-chemical for carbonization",which is meaning that with the target of Low cost, low waste, yield, high-efficiency , intergreting Face-to-face and On-line two learning modes.Part 2: Blended learning mode design of civilian staff on-the-job training Based on the analysing of civilian staffs and training contends, designing targeted training strategies and evaluation mode and to build blended learning mode organiced combine face-to-face teaching,online study and self-directed learning.Part 3: Online learning platform choice and designThe author choose open source software Moodle as online learning platform.based on the original function module, lightbox pictures show module, NanGong speech module , Inwicast Media Center activity modules are induced. Solving the problem of calendar garbled by modifying langconfig. The LAN access Settings is done.Part 4: Pilot application and evaluation of blended learning modePilot application of blended learning mode is catching in civilian staffs training in education technology center of armed police ji'nan command institute . Blended learning model implementation result is analyzed from five dimensions that personal learning effect , learning satisfaction , accept degree of learning , Interactive content and degree , the overall understanding of civilian staffs through interview and questionnaire method . Comprehensive evaluation is given.At last, Summary and reflects problems on the research process and mode in practical application ,and further research is prospected.
