The quality of law enforcement team and law enforcement personnel have great impact on the results on enforcing and implementing the laws and regulations. Moreover, it also directly affects the stability and harmony of our society as well as the government image. During the Fourth Plenary session of the 17th National Congress of Communist Party of China (CPC), the Party determined to perform an overhaul reform of education and training of Party personnel for the period of 2010 through 2020. On the Fourth Plenary session of the 18th National Congress of CPC, the Party stressed the importance of promoting the rule of law and demanded higher standards for the quality and capability of the governments at all levels. The healthy and sustainable development of Water Affairs requires the building a law enforcement team that is loyal to the Party, the people and the laws and regulations.With the rapid development of Internet and the growing global demand for education, people are learning and teaching via the Internet. E-learning, through its modern information technology, has provided a new communication mechanism and rich learning resources. As a result, it has profoundly changed the traditional relationship between teaching and learning and created a new learning experience. Tianjin Water Bureau is exploring the benefits of E-leaning hybrid model to improve the training results of personnel in water affairs. This article will begin with analyzing the practical demand and existing problems within the law enforcement team in the Bureau. Focusing on the law enforcement personnel and combining the E-learning model with the traditional method, and establishing a complete training system incorporating the Water Law enforcement. Consequently, this new hybrid training model will effectively solve problems in our current Water Law enforcement training and bring more attention to the E-learning model and spark the consideration on the human resource management in the Bureau.Using theory as the foundation of the discussion, while combining theory with practice, quantitative/qualitative and comparative analysis method, the article will discuss the advantages and disadvantages of E-learning and traditional training models. Moreover, it will explain with great details on creating a framework of hybrid E-learning model with characteristics of Water Law enforcement, which covers five areas including learning and managing the system, virtual classroom, online examination and certification processes.
