Security Service Industry Management Rule-of-law Research

Over the past twenty years, security service has made great progress and transformed into social industry. However, Problems that security develops in disorder and security guards infringe the legitimate rights and interests of people spring up as a result of contradiction between quick development and management lag. At present, public security agencies meet obstruction and even are in trouble in the process of administering Security service. The study on security service at home and abroad concentrates on the application of legality construction in administering security service, which mainly embodies in the exploration on the legislation of security service and the development of security industry and lacks guide for management of specific industry from government.It is necessary to carry out legalizing administration to get public security agencies out of trouble, which is based on the writer's understanding and rational analysis to disadvantages in security service administration. Legalizing security service is a part of administration by law, the rule by law. "The security service industry act of administration" was drawn up and carried out in July 1st,2010, but legal system is not equal to the rule of law. Public security agencies are confronted with lots of problems in micro and macro level, which are the focus of this thesis.The thesis uses normative analysis, empirical analyses, contrastive analysis to explore the existing problems and reasons in the process of public security agencies'supervising security service industry. On the basis of borrowing the advanced administration in this field from western developed countries, constructive suggestions will be proposed by exploration of legalizing security service industry to make security service industry administration overcome obstruction and get out of trouble, bring it into the track of rule by law in China.
