Since the 70s of the 20th century, it is prevalent to establish public service-oriented governments in Western countries. Beginning with the 90s of 20th century, China begun to launch a wave of establishing the public service-oriented government. The establishment of public service-oriented government has become China's major goal and contents of government system reform for quite a long time in current and the future. This paper based on the theoretical background of public service-oriented government, listed Western countries' establishing measures and the experiences, discussed the current situation of public service-oriented government in China with a lots of detailed data of Chinese government.
