China has been awarded nation with an ancient civilization and state of ceremonies all the time with a long-standing and profound tradition of rule of virtue, and from the earliest times, the populace have been evaluating morality of politicians. Although morality evaluation was endowed with the wishes of ruling classes and was easily influenced by individual bias of rulers at that time, the attention to political morality evaluation made a profound impact upon social political behaviors in our country. Since the Chinese Communist Party was in power, people became masters of the country. On one hand, officials exercised functions and powers on behalf of the people; on the other hand, the political morality evaluation upon them truly reflected the will of the masses for the first time. In order to establish ranks of cadres with high quality, our party has extended evaluation to political morality of cadres especially leading cadres and had good traditions for selecting talented people. Meanwhile, in order to reflect the emphasis on political morality, our party has still bring forth the standard for selecting talents of possessing political integrity and professional ability, morality first, making greater demands on the cadres who have been in leading position, guiding the vast numbers of cadres to enhance their moral princiaples and bring model role into full play by practical action, and truly showing that cadres are people's public servants serving the people wholeheartedly. Under such a correct guidance, a large batch of excellent leading model cadres who spared no efforts in performance of their duties until the dying day sprung up, for example, Jiao Yulu, Song Yushui, Zheng Peimin and Ren Changxia etc., who are people's public servants engaging in the first-line work and have won the love and respect of people. Nevertheless, it cannot be denied that a handful of leading cadres' morals degenerate, and they don't lay emphasis on personal ethics, obsessed with the desire for gain, loosen requirements for themselves and take advantages of their authority to conduct behaviors inconsistent with their identity and status. What's worse, they unscrupulously trade authority for benefits and sex, trade in official positions, embezzle money and take bribes and lead a dissipated life, which not only ruin the image of the party and the government seriously, but also corrupt social values to some extent. The error in choosing talents reveals various problems among which the worst is that there is no perfect system in evaluating political morality of leading cadres. Personnel organizations in charge of choosing talents suffer from denounciation. Although the knowledge and ability of a cadre can be examined through written examination and interview, morality and accomplishment, temperament and interest of a person can not be evaluated comprehensively, objectively and accurately by several talks or accessing indexes. Whether a person has lofty morality can neither be determined in short period nor quantified, and it is unrealistic to evaluate a person through simple political examination and moral assessment, so it is hard to represent the standard of selecting talents of possessing political integrity and professional ability, morality first without the support of scientific evaluation system. Thus, to establish perfect political morality evaluation mechanism for leading cadres is a must for us to carry out the talent-choosing standard of possessing political integrity and professional ability, morality first, also a need to set up high-quality cadre teams and to establish an anti-corruption system and an honest, clean government. In the thesis, the author points out that the present political morality evaluation mechanism for leading cadres doesn't have definite guidance and orientation for evaluation targets, lacks a perfect evaluation system and flexibility, and the masses have no enthusiasm for participation. In view of these disadvantages, the author puts forward establishing perfect political morality evaluation mechanism for leading cadres. The first is to clarify the evaluation goals and strengthen the guidance for selecting talents. The second is to make the evaluation contents scientific and perfect the evaluation index system. The third is to make the evaluation subjects pluralistic and enlarge participation of the masses. The last is to diversify and promote reformation of the evaluation system. I hope my attention to this question could arouse the concern of relevant scholars and jointly promote the research on the political morality evaluation mechanism for leading cadres.
