The research on administrative ethics has been growing rapidly since 1990s, in this area, the discussion and material are more and more abundant and profound, And some college offers the administrative ethics course .However, scholars focused on the research of personal level and pay few attentions to the organizational environment background. Administrative ethics is the universal knowledge, but it is also one kind of special knowledge under the unique national condition. For example ,the developed countries face the predicament of classic bureaucracy , while developing countries are affected by the incomplete bureaucracy .in the development of the society, the government plays a leading role in the construction of economic patterns, political patterns and cultural patterns ,the development of society must be deeply restrained by the standard of the administrative ethics .China has a long history and far-reaching ethical thinking, however ,the establishment of the socialist market economy, the globalization, the WTO and the scientific concept of development ,such as formation of a new era in the development of ideas; people face the ethical concepts and the value of violent conflict, and they lost the value of belief, become fuzzy, and in the administration of ethical behavior anomie appear more constantly. Now, how to treat China's administrative ethics and the conduct of administrative ethics building under the new situation is worth of considering.In this paper, the administrative ethics is the sum of all sorts of ethics that Civil servants must follow as a member of the administrative organization. Objective responsibility comes from organization, when they face the conflict of ethics and want to achieve responsible behavior, the function of the organization cannot be ignored. Organization is composed of individuals, in the beginning the founders create the organization, but as the organization development gradually, new distributors is assimilated by it. Different members have obviously organization characteristics. And all kinds of organization faces liability conflict more with organizational characteristics rather than other members of the organization's characteristic, each position faced by the liability conflict is different also. In fact, ethical anomie phenomenon appears more in some organization or position. Our administrative ethics research should not have the tendency of limiting to itself ----from administrative ethics to administrative ethics. In fact, we should fully realize organization as a personal moral character, values and identity shaper. Organizational levels of administrative ethics should receive more attention.In addition, the administrative organization itself is one of the most basic questions of Public Administration; Organization is the management of the existing material form, any administrative problems associated with the administrative organization. When we help executives as individuals in understanding the administrative ethics, culture and practice of responsibility comprehension using appropriate solution to the conflict, we must take into account these ideas occurred in the organizational environment, becoming a support administrative personnel ethical handling problems rules rather than hinders the moral behavior, and the organization vital personal more than with social influence, the more vulnerable to social support, better propaganda effect. So it seems the design of such an organization will become the core of the solution to administrative ethics anomie. This paper based on the organizational culture and organization system, and take measures to establish moral organization to resolve the problem——organizational ethical anomie .
