Administrative ethics refer to those of administrative personnels and their behaviors, which are the integrations of moral rules, ethical systems and value models. Under this sort of category, our civil servants should adhere to the idea of working for the people, engage in public managements with the exact and correct use of administration powers, and regulate their administrative behaviors strictly. As to all the administrative activities, the final purpose is to realize the public interests. Since reform and opening-up, our country has increasingly builded up a huge team of civil servants, which has made significant contributions to the economic development, cultural education, medical security and environmental protection etc. Nevertheless, by the negative impact of globalization and market economy, People’s values present the diversification, different thoughts such as egoism, money worship and patronage become to blur people’s moral standards and ethical awareness severely. What’s worse, with the penetration of economic to political field, the civil servants in our country are facing the serious ethical dilemmas. Their service consciousnesses seem to be ignored gradually, administration powers give way to commodities and self-interests are over public benefits. Then in the concrete administrative activities, they perform a series of misconducts, such as the powers of alienation, regionalisms and excessive costs.Because of those, the paper will analyze and induce the real reasons of civil servants’misconducts in the category of administrative ethics. In order to reproduce administrative ethics, the article finally puts forward a bidirectional path——internal reinforcement and external control. Internal reinforcement aims to help civil servants to internalize the ethical requirements and moral code through the education and guidance of administrative ethics; External control refers that the contents or guidelines of the administrative ethics will be regulated in the form of laws or systems, thus to guide and regulate civil servants’ administrative behaviors. It is worth noting that the reshaping of administrative ethics should focus on the organic unification of internal reinforcement and external control. Once civil servants themselves realize the perfect combination of self-discipline and heteronomy, they can ultimately practice out the normative and responsible administrative behaviors.
