Civil Service Administrative Ethics, Cognitive And Normative Research

Building a harmonious society needs both a strong administrative capacity and a high of dministrative ethics in the public sector to public service in this community and the public's expectations, but also China's public administration sector efforts.. Along with the implementation of the Civil Servant Law, with the help of questionnaire, we investigate the cognition degree of administrative ethics for the civil servants in administrative organs, present ethics situation in administrative organs, administrative ethical dilemmas, and the solution of the dilemmas in Jiading. From that we draw conclusions of statistics analysis and provide suggestions which can be refereed by the leaders of related organization departments and personnel departments to promote the civil servants' service consciousness and the consciousness of public servants, to increase the people's confidence degree to civil servants, and to intensify the law enforcement capability and the administrative efficiency of administrative organs.We research by analyzing the questionnaire data with the methods of descriptive analysis, difference analysis and correlation analysis. Following are our research results:1) Individual characteristics ( such as sex, age, education degree, marital status, political status, position level, position time and entering time ) of the civil servants in administrative organs in Jiading show partially significant differences in the cognition degree and the concern degree to administrative ethics, the awareness to the present ethics situation in administrative organs, the configuration description to administrative ethical dilemmas, and the solution of the dilemmas.2) The variables of the cognition degree to administrative ethics, the present ethics situation in administrative organs, the administrative ethical dilemmas, and the solution of the dilemmas for the civil servants in administrative organs in Jiading have partially significant correlation.3) The cognition degree to administrative ethics, the awareness to the present ethics situation in administrative organs, the administrative ethical dilemmas, and the solution of the dilemmas for the civil servants in administrative organs in Jiading show partially significant effect on each other.Based on the above research conclusions, we provide suggestions to improve the service function and the administrative efficiency of administrative organs and provide references for further research.
