The Value Orientation Of Global E-Government Development

With the advent of the information age, the concept, means, methods, models of the government management and service have the new variety, modern government management and service has had a profound transformation from OA to Government Online Project and to the substantial application of e-Government. Meanwhile, e-Government service level also continuously improve from Emerging, Enhanced, Interactive, Transactional to Connected. The evolution of e-Government development stage and service level contains the concept change of e-government value, choosing and paying attention to these values is the orientation of e-government development value.The e-Government values orientation is different from the value of e-Government. The value of e-Government refers to the positive effect (effectiveness, efficiency, effectiveness, equity, etc.)that happened to government, business and people under the process of construction and development, where e-Government is object for the subject of the government, business, people, etc. It emphasizes the usefulness of e-Government. The "e-Government" in this article which named "e-Government values" seems the value of as the subject ,it concerns the development model adopted at this stage and the types of core ideas it bases on, it explores the principles that to build the most useful e-Government for government, business, public, and e-Government development.In this sense, the e-Government values refers to the tendency for some principles, thought, doctrine, goals, values when we construct and develop the e-Government ,it is the "values" of the e-Government's itself. Each part of the report contained a certain value orientation of e-Government, the summary and analysis for the value orientation has a great help for shaping administrative philosophy under the e-Government mode, Pursuining e-Government development value rationality, Exploring the path choosing of e-Government development. With the analysis of the theme , index system , nations e-government development situation and the frequency analysis of United Nations e-Government Survey, The author puts forward six value concepts of e-Government development, these are Equality orientation, Democratic orientation: emphasis on electronic participation, Comprehensive and coordination, paying attention to the online service rate, the pursuit of intelligence and security, service oriented.Summarizing the value orientation of the e-Government affairs development for remodeling our country electron government affairs models under the administrative philosophy has the vital role,this paper analyzes the scores and ranking of China in the Index system of the UN e-Government survey report On this basis the author put forward four suggestions: Strengthening online participation function of the Government website;comprehensive coordination construction e-Government;implement that center is the public,and orientation is service; attention the intelligent services of e-Government.
