The criticism with theorists of elite democracy to the classical democratic theory, throw a new problem: the subject of democracy. The key words are: "elite","mass","democracy","equality" and "effectiveness". From the canonical sense the basic understanding to democracy is that "the people rule." From the description of the sense, democracy is a "democratic way." The norms definition and descriptive definition of democracy, as the sides of the coin, inseparable. "Elite" have high standards and achievement standards , Lasswell connect the power and elite. "Mass" are the majority of the population of ordinary people. "Equality" means that no one is more superior than others. "Effectiveness" is a result of political rule when democracy as. Between the two factors in democracy: "Equality and efficiency," there is considerable tension.In the second part of the article , the themes are the path of elites democratic and finding the coordination process between the elite and the democracy. In the process of elites democratic, western theorists generally has three ideas: First, it emphasizes the elite flow theory. In this respect, Pareto, Mosca, and Schumpeter has a considerable discussion. Second, it emphasizes elite competition and control. Weber and Schumpeter agree with this point. Third ,it emphasizes the responsibility of the elite and feedback from the perspective of systems theory, which is Lasswell, Dahl and Sartori get elites democratic further development based on predecessors.The third part of the article solve the meaning that the elite and the mass to democracy. The elite and the mass have an important role to democracy political. The significance of the elite to democracy mainly in five areas: improving the quality of political people; solving the problem with modern political technologies and expertise; the value of sense and determination of politicians; the effectiveness of elite flow; the representative building of elite. Mass meaning to democracy is mainly reflected in four aspects: the foundation of modern democratic political legitimacy; the protagonist of modern democracy is wide participation of the mass; the control and constraint from the mass to elite; improvement of public spirit of mass is conducive to the improvement of the quality of democracy.The fourth part of article is conclusion. The explore of the subject of democracy aim to further understand the means of democracy. In the centuries of democratic development, the elite and the mass have played an irreplaceable role. As influence and constraints between the two, it created achievements of democratic political at present. The cause of democracy, not created in one day. People's understanding of democracy, be shaped in the debate and practice constantly. Democracy shows its characteristics in the continuous development. The elite and the mass should find their own appropriate place in democracy, and grasp the pulse of the development of democracy intellectually, and promote the further realization of democratic ideals.
