Farmers' comprehensive quality high of low is the key to the development of rural economy. Agriculture is the basis of the whole country, is the foundation of farmers. It also decides whether we could solve "The Three Questions of Agriculture". It related to the whole country's economic system. The core of rural economic development is farmers. The speed of rural development and extent depend on farmer overall quality. That means improving the quality of peasants is the urgent demand of society. The construction of new countryside needs to the improvement of farmers' quality. To solve the "The Three Questions of Agriculture" fundamentally is a guarantee of rural economy development. The new rural construction needs the new farmers. "The Three Questions of Agriculture" demands for quality in the peasants. At the key period of comprehensive construction of affluent society, cultivating high-quality farmers is the party and the government's important strategic deployment.Improving peasant quality is a long-term process. We not only need to strengthen the education of vocational training and agricultural technical training to farmers. Secondly, the article analyses the situation of Chinese farmers' quality, which including the Chinese farmers' cultural level, scientific level, the ideological and moral qualities and physical condition. At last, the article analyses the cause of low quality of peasants from the current situations in China, which includes the influence of Chinese history and culture, the influence of the dual-economic structure, the rural education funds, insufficient investment, and influence of rural traditional mode of production. In the third part, the article enumerates some methods of foreign farmers'education. It includes of east Asian countries, western European countries and north American countries. Finally, the article gives a summery of how increasing farmer quality from foreign experience. The last is the fifth part, according to foreign experience and the specific circumstances of the present China, the article has some suggestions to improving farmers' overall quality. First of all, farmers must have certain content of knowledge. Knowledge can help farmers other quality promotion. And another important part is the government. Government is the main responsibility of the process of improving farmers' quality.
